Personally I would have thought that in bad weather they swim deeper. Seems
to me every time I've seen footage of sharks/whales/dolphins near the
surface it's been relatively calm.

I think the waves are way too small (when compared to the life-belt)...
at a wind force able to sink a ship, they should be at least six times
(!) higher!
