This is what I have now after some experimenting. I upped the photons 
count to 1000000 and removed the spacing and adc_bailout 0.01 from the 
photons block.

The caustics are a bit more clear. But, still not enough to my liking.
Rendering now with a count incraesed 10x.

You can make caustics a lot more visible by making sure that it is cast 
to a surface being in shade. Try also removing/reducing reflection of 
the floor and maybe darkening overall light levels (radiosity?) except 
light source levels.

It looks like most of the effect is washed out by the surrounding light

Try generating the caustics effect without the environment as you have it
now, so just a plane and a light source.

smite indeed. seems file sizes, even non-bmp files, are significantly up. or
atleast more frequently we see files greater than 250k or so. not that I
mind, but poor Chris Cason and his disk space :(

Here's the image without the reflective floor. It defeats the whole 
purpose of the project though. I'm going to try to increase the strenght 
of the caustics.

Photons count on this image was 1e7 (render time 1h and something)
