I created these weeds/tall-grass by simply sticking blades from Gilles
Tran's makeBlade macro onto the side of a cone. Pretty darn simple, really.
On the right side are side-views of two weed-patches. One has very little
variance (bending and other things), and the other has quite a bit. On the
left are the top edge views.
This is a macro in progress (MIP?), but I thought I'd release the source
now, since it already seems to give pretty good results, and I have no idea
if I'll ever finish it, or when.
I'll place the source in p.b.s.f. shortly. I'd be happy to answer any
questions regarding this or its use as well.

Other possible uses include straw/hay. I haven't tried this, but it should
be pretty easy to simply limit the rotation of the weeds, and the blades
comprising them, generating a mostly flat mat of straw, laying horizontally.
After the IRTC deadline, perhaps I'll work on that macro as well.
As far as getting different colors, I'm thinking I'll use a texture map (not
yet in the code), which could be passed into the macro itself. Then each
weed could grab a random position in the texture map which would determine
its color, by simply translating the texture by a random number. In that
way, the weed textures could be as varied as you'd like.
My personal feeling is that I would like to contribute as much as I can to
the creation of pov-ray objects as I can. Using modelers is fine, but
keeping it all in the code is even better, imho, especially for plants.

Not bad. This technique would make some pretty good cattails, too.
