Some things to adjust:
-The sun is too yellow near the center.
-The terrain is crying for some textures!
-Clouds could do some magnificient stuff to the image.
-Objects, like trees, fern, grass, on the terrain would make
it appear less "dead"... And give a sense of scale...

Shrubbery would be a definite improvement on the bare slopes.

We need scale.  Maybe some trees down by the water, loose rocks on the 
shore and on the mountain sides. 

I love the sun and the mist effect.

The atmospheric perspective with the increasingly hazy profiles of 
receding ridges together with the sun and its pnumbra are the strong 
points. I also like the water. I am ready to accept the generalized 
contours of the foreground hills.  Many landscapes, especially northern, 
are barren, yet the eye wants some suggestion of detail.  Perhaps a 
suggestion of rubble along the waterline?  Also a different color might 
be more appropriate for such barren terrain?  Just a thought...

Maybe a boat approaching the land. An old packet-steamer would do

  That's exactly what I don't know how to do. Whatever I try to put there,
it looks out of place, out of scale and out of everything.

Maybe don't try it with POV-Ray at first. Get the image in an editor, or 
even better print it and then start drawing. That will probably give you a 
better sense of scale.

That's probably because thinks are out of scale already. The slope of the
shore, the size of the waves, the amount of fog and the shape of the
mountains don't fit together. To me, that is.

These Mountains tell me that they are big. Those waves suggest that the
mountains can't be higher than some 10 or 20 meters. That is doubled by the
steepness of the shore. But if this is true, the sea can't be very big, and
should be filled with vegetation. The camera position suggest that it is at
about eye-level, but if this is right, why can I look over those giant
mountains? They can't be that far away- there is to little water to the
shore. And if they are not that giant - what happened to them that they have
these pronounced features?

My suggestion would be to round the mountains and make them smoother. Drop
the waves for the moment and decide what scale you want to use. And think
about the message you want to tell. Do you want to show some nice landscape?
Which one? A rocky one? Which height? Why is there that special vegetation -
or why not?

I may be totally wrong with all this. But perhaps I'm not.
