The windows really spoil it, IMO. What windows official ISDs have aren't
visible as more than points of light. A good example of this can be seen
at http://www.theforce.net/swtc/Pix/chron/isdflank1.jpg .
There's quite a few more eference pics at
http://www.theforce.net/swtc/isd.html if you want or need more material to
model from.

If the only tool you know is POV-Ray, then yes. When using proper tools
like Rhino for modelling, Photoshop for texturing and post-processing
and POV-Ray for rendering and things not possible with the other two the
problem fades away. It's still a lot of work but those images weren't
made in 15 minutes either.
The problem with these "big ship on black background" images is scale.
Athmospheric cues and familiarity factor can't be used. Cramming in a
lot of sub-pixel size detail helps. Smaller objects placed near and far
also infer scale.

I see nothing there that can't be done in POV.. It's true, that it won't be
easy, but I'm sure it wasn't easy with their tools either.. Some things have
been easier; other things have been harder.. Most of all, art takes time,
and a person should know the tools he/she is working with.. That's the
biggest deal, I think.. But comparing results based on what program was
used, isn't really that fair .. though I sometimes do the same, I'm afraid.
