I used a particle system called liquid spray (can be found at
http://www.geocities.com/SiliconValley/Lakes/1434/index.html ) to create
the following image.
    The system is intended for animation and can use either blobs or
spheres as it's particles.  I did however have to modify the default
water texture but it still doesn't look very realistic.
    The author is attempting to creater a unified particle system for
PoV, and already has several include files which do a wide variety of
simulations from fountains to fireworks, even a system to explode
objects, though the system doesn't interact with other objects in the
scene like the one developed by JRG appears to (Or is that a designed
effect?).

Chris Colefax' include files are well known in POV community.

Chris' particle systems don't interact with other objects simply because
they were designed for POV 3.0 - 3.1, and a function like trace() did not
exist yet.
You can be sure that after the final release of POV 3.5 is out he will
update all his wonderous include files... *drool* ;)

Unfortunately the spray is nearly invisible in this image!
