This is supposed to be a holographic projector, but something about it
doesn't seem right. The projector itself is just a bunch of CSG, and the
object it's projecting is a few spheres. The object is supposed to have a
flicker in horizontal bands as well as some static, but when I put them both
on it doesn't look very good. Could anyone recommend some changes,
criticize, comment, etcetera?

What you need to do is (IMHO) take some slim slabs and cut them out of the
projected object.
Give it that scan line look. You also could do that with a map with alpha.

I did one of these once, media for the beam, and a semi transparent 'fake'
wireframe texture

Are those shadows in the background coming from the holo object?
the thing I noticed first is that the object in the beam doesn't look
transparent. It looks solid, and holo objects have a wavering
semi-transparent look to em. A holo object's colors would probably be
washed out too.

I messed around with the textures a bit, added a floor that would show the
projection's transparency better, and increased the lighting. When I tried
to cut bands out of the object, though, the bands didn't look much like a
flicker.

If I were doing static on that, I would make it a disk of static across
the whole light cone with the part inside the object brighter by the color
value of the object. IOW, <static color>+<light value>+<object color>

Static and banding would be much more noticible animated. Static static
(?) will just look grainy.
