A quick "How to".

Based on using the Windows version:

Put the gettime.bat file onto root C:\ and the gettime.ini in the -renderer- subfolder of POV.

Most likely place for gettime.pov is the -scenes- subfolder but it could go anywhere.

When running the pov file use the ini as the parameter file and select a size for the image, either small (200x40), medium (400x80), or large (600x120).

A text file is created when the scene file is run named gottime.txt which will have the current system time available to the parse and render, other potential uses as variables to interact with other user-made scene files is a good alternative too if such files are created.

As is, this pov scene simply creates an expensive clock (expensive in the sense that the time is much easier to get in other ways other than rendering). Colors and other aspects are just for example only.
