There is note in windows download page : "IE version 4 or later is strongly
recommended so as to ensure the correct functioning of the documentation."
But when help is viewed with IE4 then every page contains header and footer "The
Microsoft HTML Help system works best with IE5 or later. We recommend you
upgrade."

"HTML Help works best with IE5" sounds like note of MS but I've checked on
microsoft.com and there is nothing about IE5 in HTML Help FAQ. Is IE5 really
recommended for some of features or is it some kind of documentation bug?

This is something we put in. There are a number of bugs with IE4 which hurt
the docs a little (don't ask me; I've forgotten most of them - they came out
during pre-beta testing). In particular some of these bugs looked to the user
like errors in the docs, rather than a problem with IE4.

Officially, on the download page, we don't insist on IE5 since IE4 will work
(and even IE3 will, sort of, but with many problems).

But since we don't want to be blamed for bugs in Microsoft's browser, I placed
the warning you are seeing in the HTML Help files. The help really -does- work
better with IE5 and later, just as the comment says.
