Colour scheme isn't applied on new files.
- start with a new, empty file
- insert the basic scene template
- save the file
- colour coding isn't applied
Now there are really weird things here.
- The colour scheme doesn't reappear on the file (for instance test.pov)
even after quitting POV-Ray 3.7 and restarting it. Other files, however, are
displayed with the colour scheme.
- Renaming the file (for instance from test.pov to test1.pov) makes the
colour scheme reappear.
- This behaviour seems to be contagious, as POV-Ray 3.6.1. now behaves like
that too and refuses to display the colour scheme of the newly created
files... POV-Ray 3.5, however, show the same files with the colour scheme.
Note that I once had this problem before with 3.6 but failed to be able to
repeat it and it sort of disappeared by itself.

Thanks for the report. I will definitely fix this once I can replicate it.
