I went to the POV-Ray website today looking for the new beta release.
What I found was beta 4 all right, but the page says it expires March
18th 2004. That was last month.... Am I missing something painfully
obvious? Or was what I read just a typo?

Hi Samuel, just a typo. Hopefully will get fixed before a lot of people
mistakenly think it is outdated. May 18th had been designated as the next
expiration date by Chris Cason.
