If the name of an INI file passed to POVRay on the Windows command line
contains spaces (typically in the directory part of the name), a space is
always taken as a token delimiter, even if the name is enclosed in quotes.
I have only had the '~' form of the file name be successful in these cases.

Have a look at the Scene Help section 5.1.2 Using INI Files, last paragraph.
Since this isn't specific to Windows and meant for cross platform
compatibility spaces aren't allowed on the command line.

Actually, in the documentation at this place there are multiple errors and
some things said are outdated. It is too long to explain here. Expect a
correction in either beta 10 or beta 11. (To docs coordinator: I will
explain it to you soon in p.pre-beta)
