It wasn't announced because we are not ready to announce it yet.

NOTE:
The updates of the scene and include files did unfortunately not make it
into beta 8 (my fault), so I'm afraid you have to wait for beta 9 for those.
I could of course upload them in the binaries group, but I think it'll cause
too much confusion if not all people have the same set of files for the same
beta. :(

Why was it on the website if it wasn't ready to be announced?

Five minutes before you announced it the page hadn't been updated yet. You
were faster than them.

So that a few select people could have access to it to check it
for glaring mistakes before distributing 20,000 flawed beta copies
of POV-Ray to an unsuspecting public. Unfortunately, people like
you are a bit too eager for the next release and couldn't wait
for the official announcement. No real harm done this time but
you did announce it for us a little quicker than we would have
prefered. We would prefer you left the announcements to us to
make.

Actually, this message, in povray.programming, was posted 40 minutes before
my "announcement":

Maybe. I have no time-conception while shipping.
