I don't know if this is a bug or a limitation in the editor.  If it's a
limitation, please forgive me.

When a tab is highlighted (i.e., there's a dashed box around the label) pressing
Ctrl-F4 does nothing.  If you click within the editing area and hit Ctrl-F4,
that file closes.  I would expect Ctrl-F4 to do the same in both situations.
