When I do several partial renders, and then stop in the middle of that
render, the program will stop the render but will not re-claim the
memory.  After several of these I run out of memory and the system locks
up or gets sluggish.  In the previous beta9 I did not have this problem
at all.

Normally I use about 24Mb of ram to parse and never go to virtual
memory.
If I let the partial render go to completion, the render will finish and
will re-claim most of the memory.  The system does begin to get unstable
after a few of these also.

I can confirm that memory is not released after you stop mid-render, the
only way to get it back is to close POV and restart it.

pov3.5 beta10 intel compile
win98
512mb ram
athlon 1.33ghz
