When playing around a scene, by mistake I hit the "run" button while an 
include file was active.  Instead of issuing the usual error message 
"Scene does not contain any object or glows!", it only issued a warning 
and rendered it!!!!

It even did the radiosity pretrace steps although there's no rad block 
in the .inc (obviously!)

This is reproducible at will.

Is this a new behaviour or a bug?

I didn't find that happening here.  Was an ini used, or any included files
within the inc?

Nope.  I use the standard .ini files provided with the package.  My .inc 
is 700 lines of #declares, but I've just retested it with "colors.inc" 
and it does the same thing.

In POV-Ray v3.1g when there were no objects in the scene the renderer
stopped and returned an error message. In POV-Ray v3.5b the renderer
does not stop when there are no objects in the scene and returns
a warning instead. I don't recall if this was an intentional change
or not.

Going to the trouble of shooting 480800 rays and outputing a black 
800x600 image when it already knows this is not a scene.   I can 
understand parsing the file as it might have side effects such as 
producing output for animations or something of the sort, but previous 
versions did not go through the actual process of rendering an empty scene.

Compare the output of trying to render "glass.inc" from the include 
directory:

  It is intentional.

  (The reason is that POV-Ray shouldn't judge the intelligence of the user:
If the user really wants to render a scene with no objects, then POV-Ray should
just do it. Doing this is not so crazy as one may think, as there are at least
to clear situations where this is useful:
  1: If you want to render a sky_sphere only (this makes sense sometimes as
the sky_sphere can have any pigment).
  2: If you have an animation where there are some frames with absolutely
no objects.
  In both cases you previously had to add invisible and useless dumb objects
to the scene in order to render it. This doesn't really make sense.)

  The sky_sphere is not considered an object and yet you can get an image
very rich in details with it.
  Also there are cases where in an animation you want to render some empty
frames.

Intentional.  there was some discussion somewhere about it a few weeks ago
and I added it after that.  I dodn't remember when exactly I made the
change, but I know I made it.  It might be in revision.txt or changes.txt in
the distribution.
