Assuming your're using unix:

Not a very well tested and finished product, but it generated AVIs for me:
ftp://www.va.pubnix.com/staff/stripes/code/

You might also look at FLIs:
ftp://ftp.fu-berlin.de
/unix/linux/mirrors/sunsite.unc.edu/apps/graphics/convert/ppm2fli_b1-92.src.tgz

The already mentioned mpeg_encode:
ftp://mm-ftp.cs.berkeley.edu
/pub/multimedia/mpeg/encode/mpeg_encode-1.5b-src.tar.gz

I hope this helps

Thomas
