I know this is a stupid question but what is needed to get a POV render in
hd format. I have a dvd burner and would like to make some animations in hd
or at least dvd format . What tools are needed?

A DVD doesn't contain HDTV resolution video.  See section 3.4 for the
allowed formats: <http://www.dvddemystified.com/dvdfaq.html#3.4>
And see section 3.5 for how widescreen works on DVDs:

For encoding, the are numerous programs available to either create DVDs
directly or to simply create MPEG-2 video streams.  The selection goes from
free software to several thousand US$ commercial programs for creating DVDs.
The selection of plain MPEG-2 encoders isn't that big, but there are many.
You will find reference to several of them if you look through the messages
in this group.
