I have a topographical map of the (avocado)ranch that I live on (240 acres).
I want to make a 3d image using the numbers for e-w,n-s, and altitude. Is
there anyway to input all this other than by hand? I know the Longitude and
Latitude, so is there anyway or where I can download the data? Then from
there where do I go? Big Bag of Avocadoes to the first one who can steer me
straight...

Have a look at:
http://www.vterrain.org/Elevation/index.html
http://www.terrainmap.com/
http://edc.usgs.gov/geodata/
for elevation data.
If you want to extract elevation information from topographical maps you
might have a look at Grass:
http://www.geog.uni-hannover.de/grass/
For using the height data in POV-Ray see the documentation, section
