I want to know exactly the same thing! If that would be possible I would be
very happy! I want to run POV-Ray from elsewhere using telnet or something
like that.

You can use a unix version and not compile in the X libaries. Also, I think
some people have had success with compiling the unix source with cygwin for
windows (after mucking with the code to a degree).
I wanted the same thing so I compiled the unix code (after a couple of
headaches). Also read section 1.9.1 in the manual that my be easier (/EXIT).
This still starts the GUI but you can run from the cmd-line and it will exit
when done.

With the Linux version I never had a problem to do so.
(Well, in 3.5 you need to give the -d option.)
Or did I misunderstand your intent?

On platforms where it has to be considered and it can be done it is described
in platform specific part of documentation. In case of POV-Win it is described
in "1.9 Understanding POV-Ray Options" but it cause to display splash screen
every time it starts. You can avoid splash screen with console compile of POV
derived from unix sources but it is not so good optimized so I assume it is
better to have short splash screen than slower rendering in general.

On Windows, you can almost do it with QuietPOV.

The GUI still loads, but you can then leave it in the background, and start
renders from the command-line.

Have you tried PoPOV by me (made with DJGPP for Dos Boxes) or Cygwin/MinGW
compile by Chris Hormann ? They are both 3.5 compatible. Only PoPOV introduce
minor changes and bugfixes - output should be exact the same as in official
release.
