I remember that there was version 4.0 but for some reason the only
download I can find is
of version 3.0.
does anyone has the setup of version 4.0?

One could argue about whether this kind of question belongs to
povray.ADVANCED-users or not...

Your right. Version 3 doesn't support macros.
Version 3.1g does.
