Is it possible to rotate an object after it has been uv_mapped with a
certain texture and have the texture rotate with it, or must the texture
remain in its original position in order for the uv_mapping to work right?

Any transformations applied to the object would be applied to the texture, too
(provided the transformation is applied after the texture block).
So there should be no problem with rotating. The texture is applied at the
original position and then rotated along with the object.
