The IRTC site merely says that a link to the rules will appear soon.  The answer
is probably buried SOMEWHERE in the old threads, but I didn't have any luck with
my first few search attempts.  I'll bet someone reading this will just know.

   I can't remember for sure, but I think when I first submitted my image for
last round, it complained about it being more than 300Kb...
