To me the description reads that he coloured the image in post-render using
a paint prog. - not a terrible violation, but it would mean that you should
ignore any colouring, textures, etc when scoring. However, I don't know
anything about lightwave and there may be an alternative reading of this.
DESCRIPTION OF HOW THIS IMAGE WAS CREATED:
thie primary models are created in LW, next I make a big render (2560x1920)
on which i can paint all the small details like roads, boats or trees.
On still images it`s faster paint directly the textures on the rendered
image.

You left out an important bit of information, namely:
RENDERER USED:
Lightwave 5.5
TOOLS USED:
Photoshop 5.0
Hmmm.... by definition this is a clear violation of the post process
ruling.

Always hard to tell at what stage photoshop was used - could have been for
an image-map, etc. - shame really, it was quite a nice pic.

Would have been a lot nicer if he had bothered to detail the rest
of the city. It looks incomplete and unfinished.
