I've updated the software on the IRTC site to fix the earlier problems
with voting. I've awarded the Sept-Oct round and opened the Nov-Dec
round for voting. One submission in the Nov-Dec round seems very
off-topic, but I've kept it in and decided to let the voters decide.

I see... and I think it's not just off topic, but an abuse of the IRTC
site. I've seen it in other competitions, and after thinking a bit about it,
the only explanation is that these people use the competitions as a sort of
free hosting service for their image galleries, so they can later link to
them somewhere.
BTW, I don't know how we can try to avoid this...

It's probably the other way round: a method to promote their
own gallery and services by backlinking to their page.

If it turns out to become a real problem, a corresponding
check box could be added to the voting page, e.g.
"[ ] I consider this to be an invalid entry"
implying deletion if checked by more than 50% of voters
and otherwise treated as worst possible vote.
