mencoder, included with mplayer, can do this. However, I couldn't get it
to use PNGs correctly, I had to use TGA. And it's annoyingly complicated
and poorly documented.
Probably the easiest way is to use ImageMagick convert, but it doesn't
give you any control over the encoding (at least not that I've found).
