My apology to not having provided a translation, as I was in some hurry. 
I do not know if most windmills pump water or not, depends on the area, 
that is the western third of the country, but many of them had a 
grinding function (as well?). In my former home town (situated at 4 or 5 
metres below sea level) there was windmill for grinding grain. Not a 
tourist attraction: it had been built there in the 19th century when the 
Haarlemmermeer polder was drained. People needed flour for bread. In 
turn, we always went there too to buy our own flour for bread backing.

Now for some translation:

"Rouwstand": mourning position, when somebody in the neighbourhood (or 
the miller himself) as deceased.
"Vreugdestand": joy position, when a birth or a wedding was announced.
"Feesttooi": festive decoration, when there was something to celebrate.
"Korte Rust": short rest, when no miller is available or when no grain 
is present. Often turned slightly into joy position to allow rainwater 
to drain from the sails.
"Lange Rust": long rest, when the mill is out of order or no miller 
present for longer time. Also when the mill is 'decommissioned'.
"Spoedstand": urgent position, when people are urgently needed at the 
mill. Look carefully how the cloth is draped ;-)
