For me, on its own, the ad is too busy. That is too much is going on in
a short time. No sooner has one effect started to end another starts.
I can see it working as a link or playing once and staying on the last
frame.
Playing the video at 25% speed shows off the transitions nicely. I think
the animation deserves at least 10 seconds.
So I think it depends on the use it is to be put to. If it is to grab
the viewer's attention then it works.
That limitation of 5 seconds smells as if there might be a reason hiding
behind it. ;)
Otherwise Bill's comments sound good.
