VS15 says
27>..\..\vfe\win\console\winconsole.cpp(45): fatal error C1189: #error: 
"You must define _CONSOLE in vfe\win\syspovconfig.h prior to building 
the console version, otherwise you will get link errors."

That file doesn't exist.  It should reference
  windows/povconfig/syspovconfig.h
