I actually had that same question.  There could be a difference of 
interpretation in that regard.

12:00am October 15th would be 24 hours before what I would consider midnight 
October 15th.  I don't make the rules, but I can assume that they would have 
a lot of really angry people if they interpreted it the same way that a 
person would interpret 12:00am October 15th.

Plus, I asked a few people (not related to this competition), and they all 
seemed to think that midnight October 15 occurred at the end of the day of 
October 15th.
